Background : |
|
|
|
101 Private
Accounting Agencies perform the billing activity for
Discom.
Almost every
agency works on a different platform and process for
doing the billing.
The
exceptional reports are generated and distributed only
at local level leaving no tool with management to
monitor the exceptions at the field.
The Discom
needs to shelter PAA s for any reports or for doing any
analysis on sales trends & consumption patterns.
|
|
|
|
In order
overcome the above challenges Consumer Analysis Tool (CAT)
is designed to: |
|
|
|
Gather and
Consolidate the information available with the PAA into
a central database.
Validations
are performed to the data and then the database is
brought to an common format (Mining).
Information
thus consolidated is used to create necessary reports.
Generate
Reports and provide to the management and field
personnel for taking necessary action
|
|
Now CAT has been
decentralized at Circle level for easy data handling and for
early processing of data thereby reducing the time lags for
taking the necessary actions |
|
|
|
CAT database is
extended and is used as Sales Database |

CBS –
Background Behind its Birth: |
|
|
|
101 Private
Accounting Agencies perform the billing operations for
Discom.
Electricity
Revenue Offices receives payments and processes billing
exceptions
PAA s use
different software platforms like COBOL, dBase, FoxPro,
Oracle etc
Software used by majority of the PAA s are outdated and
generating reports from these programs is a cumbersome
process
There is no
uniform data structure maintained at PAA s
There is no
standardized procedure adopted for report generation
Poor quality
of data maintenance by PAA s
Little
provision in the database to meet future requirements.
There are no
validations to cross-check quality of data.
Robust data
backup procedure is not being followed by all PAA s.
PAA s are
dependent on programmers for any modification of
procedures and generation of new reports. This causes
inconvenience as most PAA s do not have in-house
programmer support.
Due to
non-availability of consumer database at ERO s, consumer
grievances are not attended in time.
|
|
CBS is a user
friendly, highly secure GUI based application which enables
the billing agency (PAA s) to prepare consumer bills and
generate required reports. |

Circle Performance Management & Reporting System. (C P M R
S) |
|
|
History: |
- Manual
consolidation of performance parameters were being
collected from all circles
- Figures
that were submitted once were changed subsequently on many
occasions
- Time spent
in consolidation, verification and analysis was very high
- Effort for
follow up of information was also high
|
|
C P M R S –
The Solution: |
|
- C P M R S
is aimed at consolidation of the performance parameters
from all the circles
- Data is
collected in a central database
- Reports
required for management and others are being generated
easily
-
Information once submitted can be changed only by the
administrator (who does so after approval)
|
|
Key Features,
Uses & Advantages |
|
- No effort
spent in consolidation
- No rework
required in correcting the reports
- More time
spent in analysis than in consolidation
- Reduced
time in follow-up for information
- For any
information requirements a central database is available
to take shelter
-
Performance reviews of all circles are being conducted
using C P M R S reports
|
|
Employee
Database |
|
|
Back Ground: |
|
- Staff
transfer scheme was to be implemented as a part of the
reforms programmed.
- Central
database of employees across the state to identify the
achievements, track the disciplinary cases, salaries
structure etc was unavailable.
- No tool to
help in categorizing the employees across various circles,
designations, departments etc.
|
|
The Solution |
|
- Assist in
implementation of staff transfer scheme
- Update
status on training administration
- Address
employees-related queries by management team
- Help the
field administration staff by providing an automated tool
to track HR processes.
